NORDEM is a project with the aim to strengthen democracy and resilience in the Nordic Baltic region. Democracies in the region must respond to increasing hybrid threats, including disinformation campaigns, cyberattacks, and other destabilising tactics. These threats undermine core democratic foundations such as public trust, critical infrastructure, and the media. It is a project in two phases. In the first phase, focus is on research and knowledge exchange between experts regarding hybrid threats that undermine our democracies. The project will lead to an analysis of regional vulnerabilities and civil defence strategies across the NB8 countries with the aim to strengthen collaboration and preparedness to enhance societal resilience in the Nordic Baltic countries. This work will inform the second phase, which will result in practical implementation, incl. recommendations for policymakers, civil society and other stakeholders in the Nordic Baltic region.
